Some of the rules for a turn based strategy game I tried to conjure
* Select random star bases for each player.
* Assign a dock capacity of 3
* Create a shipyard on the base, with max tonnage 2 and production capacity 1
* Create a ship on the base (ship specs TBA)
* Initialize budget to 200
* Initialize tensions to 0

* Building phase
* increase base capacity
* build shipyard
* queue ship build, process ship build queue.
* deploy phase
* order ship movement to another destination / cancel existing orders
* tally phase
* calculate ship building costs
* calculate ship maintenance costs
* calculate building maintenance costs
* calculate base unrest
* calculate tensions
* Event phase
* decide if a random event has occurred and present the user with options.
* apply selected event options
